THE MINUTES OF THE A.G.M. HELD ON THURSDAY AUGUST 16th , 2007
AT THE BUCKINGHAM ATHLETIC F.C.
 
Acting Chairman Mrs Tracey Scully opened the meeting, and thanked all people for turning up.
 
Apologies..   from Trevor Barnett.
 
Teams represented at meeting.... Crown Tingewick,    Mitre A,   3 Cups A, B, & C teams,
British legion club,    Swan A & B teams,   Buckingham Arms,   Cuckoos Nest,    
New Inn,     Athletic FC,   Betsey Wynne,    2 Brewers,   Cricket club (buckingham ),
Cricket club (great horwood), Whale B & C teams, Phoenix, Nags Head.
 
There were over 40 people present for the A.G.M.
 
A vote of thanks were given to Mr T. Heath ( secretary ) & Mrs T. Scully ( treasurer ) for all the work put in to make the league so successful during the 2006/07 winter league & the 2007 summer league.
 
Secretary Mr T. Heath gave his report covering the last 2 season's, which included thanking all the players for taking part and making the league the success it continues to be.
Several other issues were reported such as , returning of result cards have been very good, entries for various knockouts well supported,  all outstanding matches that had been postponed or cancelled had been played by the end of the season involved, 2 other issues which involved an alledged issue of bad sportmanship and commonsense over the playing of a postponed match, were dealt with.
 
Treasurer Mrs T. Scully gave her report stating that we would have  £991.47 in the bank , once all outstanding monies were paid from summer 2007.
The total ammount paid for trophies was   £595.71, also paid was a total of £60 to the last 4 players in the open singles k/o.
A total of   £55 was also paid to the british legion club for the buffet provided on finals night
( summer 07 )
 
Total paid out was £710.71   therefore leaving a balance of £280.76  in the bank.
 
ELECTION OF OFFICERS FOR THE COMMITTEE.
Ballot form's had been sent out around 6 weeks before the a.g.m. , for nomination's for the 4 officer roles on the committee, or to become a committee member.
There were a total of 4 nomination's for the position of Chairman & 4 nomination's for the position of Vice-Chairman.
There was only one nomination for the role of treasuer from a total of 5 teams, this was Tracey Scully, therefore no election required for this position.
Tracey is re-elected as Treasurer.
There was also only one nomination for the role of secretary from a total of 10 teams , this was Tony Heath, therefore no election required for this position.
Tony is re-elected as Secretary.

It was proposed by Tracey Sully ( Treasurer ), that in future ALL TEAMS that wish to enter a team in the forthcoming league, must be represented at the a.g.m. by at least one player/person, or that team will start the winter season 2008/09 with MINUS 5 POINTS.
This was seconded by A.Russell ( British legion club ) and agreed by all present.
See new rule number 32  on rules sheet.
 
It was mensioned that if the Blackbird are going to enter a team in the winter 2007/08 season, are they going to be able to fulfill fixtures , after withdrawing from the summer 2007 league, which was only 10 games long.
The committee will monitor how fixtures are going and what cancellation's or postponements are happening if any ??
 
Could ALL TEAMS  please make sure that they are present and ready to start a dartmatch at the latest 8.30pm, and if for any reason a team is going to be late , due to taxi's etc , then please phone the pub concerned and inform them of the situation.
 
The secretary has asked for players in future to sign the registration form of the pub that they wish to play for.
Also players can now only sign on for one team.
 
 
 
It was proposed by Tony Heath ( Secretary ) that players will NOT be allowed to play matches with any form of magnetic dart.
This was seconded by Clive Allen , and agreed by all present.    See new rule 34   on rules sheet.
 
It was put forward by Jason Knibbs , that next winter season we re-name the Open Doubles K/O. to    The Alwyn Knibbs Open Doubles K/O.   which is in memory of his father.
Alwyn was an active member of this league for many years, and was also a committee member for many years.
Alwyn's family are going to provide a new award for the 'Alwyn Knibbs Open Doubles K/O.'
This will mean that the 'old trophy' will be played for as a ' one-off ' competition and the entry fee for this will be awarded to a charity chosen by Alwyn's family.
This was agreed by all present to re-name the doubles k/o. in honour of Alwyn.
 
The secretary stated that in future the Open Divisional Singles K/O. play-off's to determine the overall winner,   wether it be from 3 or 4 division's will be held on finals night.
( the winners from each div. play-off play each other to get overall winner. )
 
Tracey ( Treasurer ) has asked for at least 2 more people to be able to sign for cheques on behalf of the league.
At the moment just Tracey & Tony are able to sign cheques, as both Tracey & Tony are both officiers, two committee members have agreed to be added to the form at the bank , enabling any 2 of 4 people now able to sign cheques on behalf of the league.
These two will be Rob & Gemma
 
There was a proposal from the Secretary, that in the Alwyn Knibbs Open Doubles K/O. players from separate teams , but within the same pub, could pair up to play in this K/O.
This was discussed at length, with no one wishing to committ to a vote for this.
Therefore a proposal was put forward by Jo Dudley, ( 3 cups C ) that we leave the entry system
for this K/O. as it is.
This was seconded by Diane Bates, and put to the vote.
16 people voted to leave the k/o. entry system as it is.
Therefore only players from the SAME TEAM   can enter the competition.
The Secretary withdrew his proposal due to lack of support. 
 
The Chairman Chris Watts put forward a proposal that we scrap the old rule 17, which stated that
' current county players will not be allowed to register with this league. '
After much discussion , which mainly centered around the fact that we now have quite a few players that have been playing in this league for many years at local level, but some have now progressed to ' superleague ' or ' county '   standard.
The committee does not wish to see players ( most which are local ) being Banned from playing in a league that they have been involved in ( and for some - started from ? ) which they would have to do if this old rule was to stay in place.
This proposal was seconded by Clive Allen and put to vote.
The vote to SCRAP the old rule 17     was   24
Those against this 6
 
Therefore the ' old rule 17 ' not allowing county players to register with the league , has now been Scrapped.
 
 
 
The committee hope that by allowing ' superleague ' or ' county ' players to play in this league is met with commonsense from team captain's .
 
In future all committee meetings will take place on a monday or wednesday.
 
The first committee meeting was held on wednesday Sept 12th at the Swan, Winslow.
The only item discussed was the formation of the New Winter League for 2007/08, as we have 27
teams enter.
These have been split up into 3 division's of 9 teams , which has involved a few teams being in perhaps a different division to what they might have thought they would be in.
An explanation letter of how the 3 division's were created was sent out to all teams with the fixtures & rules.
Hope this was ok with everyone, and thank you all for your support.

RULES.
 
1, THE LEAGUE IS OPEN TO TEAMS OF NOT LESS THAN 6 PLAYERS, AND NOT MORE THAN 14 PLAYERS FROM PUBLIC HOUSES OR CLUBS IN THE BUCKINGHAM AREA, AT A REGISTRATION FEE OF £35 PER TEAM.
THIS INCLUDES ENTRY OF PLAYERS IN THE OPEN DOUBLES K/O. & THE TEAM K/O & THE TEAM K/O PLATE COMPETITION.
2, MATCHES ARE TO BE DECIDED ON 6 GAMES OF SINGLES, & 3 GAMES OF DOUBLES, BOTH OF WHICH ARE BEST OF 3 LEGS 501, EASY ON, DOUBLE FINISH. BULL UP TO START FIRST LEG,     LOSER OF BULL TO START SECOND LEG, BULL UP FOR THIRD LEG IF REQUIRED.
3, NO BUST RULE TO APPLY.
4, THE HOME TEAM MUST PROVIDE A SCORER AND A SCORE CARD.
5, ALL MATCH DARTBOARDS MUST BE IN A VERY GOOD CONDITION, & MUST BE OF AN OFFICIAL BRISTLE STANDARD COLOUR.
6, THE MINIMUM THROW IS 7' 9" , THE BULL TO BE 5' 8" FROM THE FLOOR,
    PREMISES     PERMITTING.
7, TEAMS MUST BE READY TO START A MATCH AT 8.30pm . GAMES TO BE PLAYED AS DRAWN BY   THE TEAM CAPTAIN'S , BUT ONLY WHILE THE SINGLES ARE BEING PLAYED, AFTER THE SINGLES, LATE PLAYERS CANNOT TAKE PART IN THE MATCH.
8, ALL RESULT CARDS TO BE SENT TO THE LEAGUE SECRETARY BY THE WINNING TEAM, WITHIN 4 DAYS OF THE MATCH ( or match could be declared void )
9, NO PLAYER MAY TRANSFER BETWEEN TEAMS WITHOUT THE APPROVAL OF     THE COMMITTEE.
10,    VOTING AT ALL MEETINGS IS 2 VOTES PER TEAM.
11,    ONLY SCORE CARDS WITH REGISTERED PLAYERS WILL BE ACCEPTED.
12,    ALL TROPHIES WILL REMAIN THE PROPERTY OF THE LEAGUE, AND ANY LOSS OR DAMAGE MUST BE PAID FOR BY THE TEAM HOLDING THE TROPHIES AT THE TIME.
13,    A COMMITTEE OF ELECTED MEMBERS TOGETHER WITH THE OFFICERS WILL DEAL WITH MATTERS THAT ARISE BETWEEN MEETINGS.
14,    PLAYERS OF TEAMS WISHING TO ENTER THE VARIOUS K/O'S SHOULD FILL IN THE  FORM PROVIDED, AND SEND IT TO THE SECRETARY BY THE DATE SHOWN.
    LATE ENTRIES WILL NO LONGER WILL ALLOWED.
THE TEAM K/O. & PLATE COMPETITION IS OPEN TO ALL TEAMS OF THE LEAGUE, WHICH IS INCLUDED IN THE LEAGUE FEE.
15,    ANY TEAM THAT WITHDRAWS FROM THE LEAGUE DURING THE SEASON, MUST HAVE ALL RESULTS DEDUCTED FROM THE START OF THE SEASON.
16,    IF ANY TEAM HAS LESS THAN THE MINIMUM OF 6 PLAYERS, THAT TEAM WILL FORFEIT THE GAME, ie 5 PLAYERS TURN UP, MEANS THAT THEY WILL FORFEIT ONE GAME OF SINGLES & ONE GAME OF DOUBLES.    THIS WOULD HAVE TO BE AGREED BY BOTH TEAM CAPTAIN'S.
17,    TEAMS MAY ONLY RESISTER EXTRA PLAYERS UP TO THE HALF-WAY POINT OF THE SEASON, ANY PLAYERS WISHING TO REGISTER AFTER THE HALF-WAY POINT, WILL HAVE TO HAVE THE COMMITTEE'S APPROVAL.
18,    ANY PLAYER THAT WISHES TO REGISTER AFTER THE START OF THE SEASON, MUST NOTIFY THE SECRETARY 7 DAYS BEFORE THE MATCH TAKES PLACE.
19,    TEAMS THAT FINISH IN THE TOP 2 , WILL BE PROMOTED , AND TEAMS THAT FINISH IN THE BOTTOM 2 WILL BE RELEGATED, THIS WILL GO FROM SUMMER TO SUMMER SEASONS, AND FROM WINTER TO WINTER SEASONS, AS LONG AS FIXTURES & TEAMS ALLOW.
 
 20,    IN THE VARIOUS K/O COMPETITION'S ALL PLAYERS MUST PLAY WHERE THEY ARE  DRAWN OUT AS TO THE LISTS, OR WITHDRAW FROM THE COMPETITION.
SUBSTITUTES WILL ONLY BE ALLOWED IN THE FIRST ROUND OF THE DOUBLES K/O. AND MUST BE A REGISTERED PLAYER, BUT NOT IN THE ORIGINAL DRAW.
    NO SUBSTITUTE WILL BE ALLOWED AT ALL IN THE SINGLES K/O.
SHOULD 2 OR MORE PAIRS BE DRAWN OUT IN THE SAME VENUE, THEY WILL NOT BE ALLOWED TO CROSSPLAY BETWEEN THEMSELVES .
    NO SUBSTITUTES WILL ALLOWED AT ALL IN ANY FURTHER ROUNDS OF ANY K/O.
    THIS DOES NOT INCLUDE THE TEAM & PLATE K/O'S.
    THE SECRETARY MUST BE INFORMED OF ANY CHANGE TO A COMPETITION ENTRY.
22,    THERE WILL BE ONE POINT AWARDED FOR EACH GAME WON IN A MATCH, AND TWO POINTS   AWARDED FOR WINNING THE MATCH.
( ie 7-2 win 9pts for winning team , 2 for losing team )
    THE EXTRA TWO POINTS CANNOT BE AWARDED IF A MATCH IS CLAIMED.   
23,    ANY TEAM K/O OR PLATE COMPETITON SEMI-FINAL WILL NOT BE PLAYED ON A NEUTRAL BOARD, THE TEAM DRAWN OUT FIRST WILL BE THE HOME TEAM.
24,    THERE MUST BE AT LEAST 2 PLAYERS PRESENT ON FINALS NIGHT FROM A TEAM THAT HAS TROPHIES TO COLLECT, IF NO ONE IS PRESENT, THEN THE TROPHIES WILL BE RETURNED FOR CREDIT TO THE SUPPLIER.
25,    ANY TEAM NOT PRESENT FOR THE START TIME OF 8.30pm CAN HAVE GAMES CLAIMED AGAINST THEM, THIS CAN BE DONE BY THE HOME or AWAY TEAM.
26,    THE START TIME MUST BE RECORDED ON THE SCORE CARD.
27,    A MATCHBOARD ( which is generally a different one to whats already up at the pub ) MUST BE USED WHERE POSSIBLE, THE OPPOSING TEAM CAN ASK FOR A BOARD TO BE CHANGED, IF IT IS NOT UP TO A GOOD STANDARD, IF THIS CANNOT BE DONE, THEN ONE OF THE COMMITTEE CAN BE ASKED TO CHECK THE BOARD CONDITION.
    A MATCH CANNOT BE CLAIMED DUE TO THE BAD CONDITION OF A DARTBOARD.
IF AN ELECTRONIC SCOREBOARD IS USED, THEN IT MUST HAVE A COUNTBACK FEATURE.
28,    OFFICIAL BRISTLE DARTBOARDS MUST BE USED FOR A MATCH, THIS MUST BE OF THE STANDARD COLOURS, WHICH TEND TO BE RED, GREEN, WHITE & BLACK.
29,    ENTRIES FOR THE OPEN NICK HODDY SINGLES K/O. ,   &
    THE OPEN DIVISIONAL SINGLES K/O.   WILL BOTH BE £2 PER PLAYER IN EACH K/O.
30,    ALL MATCHES TO BE PLAYED ON A THURSDAY,
( unless a postponed match being re-arranged )
31,    ALL FEE'S MUST BE PAID TO THE TREASURER BY THE XMAS PERIOD LATEST.
32,    THERE MUST BE AT LEAST ONE PERSON PER TEAM PRESENT AT THE A.G.M. EITHER IN THE LEAGUE AT THE TIME, OR WISHING TO JOIN THE LEAGUE, 
FAILURE TO DO SO WILL MEAN THAT ANY TEAM THAT WISHES TO JOIN THE LEAGUE THE FOLLOWING SEASON, AND IS NOT REPRESENTED AT THE A.G.M. WILL INCURE A 5 POINTS DEDUCTION AT THE START OF THE NEXT SEASON.
33,    AT LEAST 50% OF THE COMMITTEE MUST BE PRESENT AT ANY MEETING IN FUTURE.
34,    MAGNETIC DARTS CANNOT BE USED IN THIS LEAGUE.
35,    TEAMS MUST FULFILL FIXTURES OR THE COMMITTEE CAN REFUSE ENTRY IN FUTURE.
36,    PLAYERS MUST SIGN THE REGISTRATION FORM AND CAN ONLY SIGN FOR ONE TEAM.
37,    THERE WILL BE A PLAY-OFF IN THE OPEN DIVISIONAL SINGLES, TO DECIDE THE
    OVERALL WINNER.
38,    FOR 2007/2008 SEASON ONLY, THERE WILL BE AN EXTRA OPEN DOUBLES K/O TAKE PLACE, FOR CHARITY, THE WINNERS KEEPING THE OLD DOUBLES TROPHY FOR GOOD.
 
 
39,    THE POSTPONEMENT or CANCELLATION OF ANY DARTMATCH.
ANY TEAM THAT NEEDS TO POSTPONE or CANCEL A MATCH, MUST NOW INFORM THE SECRETARY, BY MIDDAY ON THE WEDNESDAY ( day before match ) . THEN IT WILL BE UP TO THE SECRETARY TO INFORM THE OPPONENTS A.S.A.P. AND ASK FOR AT LEAST 3 SEPARATE DATES, AS TO WHEN THE MATCH CAN BE PLAYED.
IF THE 3 DATES OR OTHER ARRANGEMENT MADE BY THE SECRETARY CANNOT OR WILL NOT BE MET, THEN THE TEAM THAT ORIGINALLY POSTPONED or CANCELLED THE MATCH     WILL BE AWARDED THE 9 POINTS.
EVERY EFFORT WILL BE MADE TO GET A POSTPONED / CANCELLED MATCH PLAYED, TO SUIT BOTH PARTIES, AND AVOID A CLAIM SITUATION TAKING PLACE.
FOR TEAMS THAT POSTPONE or CANCEL AFTER THE MIDDAY POINT ON THE WEDNESDAY IT WILL BE UP TO THE SECRETARY AS TO WHEN THIS MATCH CAN or SHOULD BE PLAYED.
TEAMS WILL NO LONGER HAVE A TIME SLOT AS TO WHEN THEY CAN ASSUME THEY CAN JUST CLAIM THE MATCH & POINTS.
IF THE MATCH IS POSTPONED or CANCELLED CLOSE TO THE START TIME ON THE THURSDAY, THEN THE AFFECTED TEAM WILL BE AWARDED THE MATCH AND THE 9 POINTS, AND THE AFFECTED TEAM WILL BE ABLE TO CLAIM FOR
RE-INBURSHMENT TOWARDS THE COST OF THE FOOD FOR THIER LANDLORD.
    THIS WILL ALSO HAVE TO AGREED BY THE SECRETARY.
    THE SECRETARY MUST BE INFORMED FIRST OF ALL, OF ANY POSTPONEMENT or
CANCELLATION OF A MATCH, NO MATTER HOW CLOSE IT IS TO THE START TIME ON ANY THURSDAY.
